Polling locations throughout the city will open from 7 a.m. to 7 p.m. Election Day, Tuesday, Nov. 3.

Meet The Candidates
Mayor
- Fred Cleveland
In his second term as Mayor of the City of New Smyrna Beach, Fred continues to enjoy serving our residents and local businesses while protecting our coastal paradise.
Fred grew up in neighboring Ormond Beach and was brought up to value the importance of “service to others”. After graduating from Seabreeze High School in Daytona Beach, he was appointed to the US Naval Academy in Annapolis beginning a career founded on these principles. Following a 28 year career in Naval Aviation, retiring as Captain, followed by an executive leadership career as a senior executive at American Airlines and engagement partner with Price Waterhouse Coopers, Fred and his wife, Amy, returned to the area where they grew up making New Smyrna Beach their home.
Following his retirement, once again he felt the call-to-duty to return to service and campaigned on those instilled values to lead our community as our full time mayor and has done just that. His proven leadership and demonstrated business skills practiced in DoD service and private industry, coupled with a passion to keep New Smyrna Beach working together, has served you and our community well as he has guided New Smyrna Beach by balancing our sense of tradition and history while preparing for a successful, sustainable future.
Fred believes that this is a momentous time for our small town which needs to come together, uniting to secure the values and quality of life we all treasure and to build a steadfast legacy for our future. Fred has three daughters and five grandchildren and is dedicated to building a lasting legacy for the next generation to enjoy.

I enjoyed a very competitive communications infrastructure career. This provided a strong business background with an emphasis on Return on Investment, Total Cost of Ownership and balancing revenue with expenditures & profits. This is the basis of my concerns about current property owners subsidizing future ones.
While I was born in Pittsburgh & educated in Philadelphia & had a career in Silicon Valley, New Smyrna Beach is my first hometown. I’ve lived here for 17 years and enthusiastically adopted the local culture. I am a mother of 2 with 8 perfect grandchildren. A happy retiree.
I am Pro-Resident, Pro-Environment, Pro-Arts and Pro-Local Business.

Commissioner – Zone 1
- Carl Curtis Hodges
Curtis has spent a lifetime of giving back to his community. His work ethic began 50 years ago when he started his roofing and construction company fresh out of high school. In Orlando, his philanthropic ventures included Grace Medical Home, Destiny Community Outreach Center, the Jail Ministry and building affordable housing. Since retiring full time to New Smyrna, Curtis has continued his giving in providing his services for the New Smyrna History Museum, restoring historic buildings, most recently the Womens Club of New Smyrna. His current project is the restoration of the Boys & Girls Club of Volusia/Flager Counties in New Smyrna Beach. His civic duties also include serving on the Historic Preservation Commission and currently on the Planning and Zoning Board. Curtis’ Common Sense approach to decision making will help lead our local government for future generations. He understands the balance needed for honoring the past, protecting our way of live in New Smyrna and planning for the future.
Commissioner – Zone 2
- Jennifer B. Devine
Jennifer Devine is dedicated to serving and strengthening New Smyrna Beach. She has experience at every level of government—federal (Department of Homeland Security Asylum Officer), state (attorney and guardian for children in foster care), local (Texas insurance pool for municipalities and school districts), and in the private sector as Manager of Human Resources at Nokia Mobile Phones and Aon Insurance Management. Jennifer holds a Bachelor of Science (BS) in Political Science, a Masters In Business Administration (MBA), and Juris Doctorate (JD) degree. After a college internship with Sen. John McCain, Jennifer joined ROTC and was deployed to the Gulf War in 1991, where she earned the Southeast Asia Service Medal with 2 Stars, Army Commendation Medal and Army Achievement Medals.
The mom of three children, Jennifer has been married for 34 years. She has a committment to service having been a volunteer with many organizations over the years. In NSB, Jennifer enjoys being invioved in many organizations, but her first volunteer job here was at the Museum of History, where she worked at the front desk. She is new to politics, but brings a fresh perspective and commitment.
Jennifer settled in NSB permanently in 2020. Jennifer is focused on preserving the special character, creativity, and small-town spirit that make this community so special. Jennifer’s experiences in the military, government, law, corporate, and community service have uniquely prepared her to serve as Zone 2 Commissioner.

I am running for NSB Commissioner, Zone 2. My highest priorities are our resident homeowners and local businesses. For the past five years I’ve been a constant at Commission, Zoning, and a host of other municipal meetings, listening and speaking. I’ve completed the Citizens Academy and engaged with staff. These thousands of hours were invested to learn New Smyrna’s needs, how local government operates and how decisions are made.
In addition to this local participation, I have education in business administration, organizational development, and project management. My professional background includes finance, technology, process improvement and state government positions ranging from financial institutions to Disney to Departments of Transportation to owning my own small business. These life experiences and the feelings I have for my forever home are why I feel qualified to collaborate with you on solutions that refocus us on the things that make our city such a great place to live. I will continue to work for a safe, vibrant, and financially secure NSB where we make sound decisions that preserve the community and character that we love.
